2, 發送 email 到 esgprep@fda.hhs.gov 申請WebTrader 測試帳號，並提供以下資料:
Company name
First and Last Name
Phone Number
Submission Method: (WebTrader)
Indicate if you would like a WebTrader Hosted Solution (WTHS) account in addition to your WebTrader account. (For more information on WTHS accounts please click here26).
3, 根據 FDA 的回函提供的資料, 登入 https://esgtest.fda.gov
Username: webtrader
Password: (email裡有)
4, 登入網站後，開始進行測試帳號的申請。詳細資料可以參考FDA網站說明:

a, 登入後出現歡迎畫面
b, 直接按 Next
c, community 只有一個 FDATEST 可以選, 直接按 Next
d, 然後輸入公司的名稱後, 按 Next
e, 然後上傳你的 Digital Certificate, 這裡我們先使用 Self-Sign的就可以
f, 上傳後, 網站會顯示你的基本資料, 沒問題後就按 Next
g, 接下來才是真正開始測試帳號的建立。這裡你必須自己選擇一個帳號名, 長度為五個文數字以上，以及聯絡人的資料。此外，還可以再提供一名聯絡人。
h, 輸入完畢後，系統會根據之前填寫的資料, 讓您確認:
i, 確認沒問題後，在I hereby certify that the information provided herein is true and that I am authorized to register with the FDA. 前的checkbox 打v，然後按 Finish registration 就可以送件了。
5, 申請過程中，必須提供效期為1~3年的Digital Certificate，FDA網頁有詳細的說明:
